Institutional Support for the Bureau of Planning of the Ministry of Public Works - Indonesia

Background

Agriculture, industry and a growing population are placing increasing demands on Indonesia’s water supply. Effective management of the water sector is essential in order to ensure water is available in sufficient quantity and quality. Increasing availability of water for human and domestic consumption is an important objective of the Indonesian government. The Bureau of Planning of the Ministry of Public Works is responsible for assessing water development projects, ensuring synchrony between comparable projects and coordinating water resources development programs.

Objectives

Project objectives included
i) a critical analysis of Indonesia’s institutional planning base for the development and management of its water resources;
ii) an analysis of government development policies, including the mandate, authority, and responsibilities of the various executives and administrative bodies in the Bureau of Planning; and
iii) creation of an information system based on a critical analysis of government development policies, including the mandate, authority and responsibilities of the various executives and administrative bodies involved, and appropriate analytical procedures for ensuring the projects contribute to Indonesia’s water development policies.

Outputs

An in-depth analysis of the institutional structures of the Ministry of Public Works and related ministries and agencies involved in the water sector was carried out. A pilot information system based on a detailed study of water resources development policies in three sectors – water infrastructure, human settlements and the environment – was prepared for two provinces. Assistance was provided in setting up a computerized MIS system for synchronizing planning and investing in these three sectors. Technical support was offered to the Bureau of Planning in the formulation of a water master plan. Training of Indonesian government officials in GIS and MIS computer applications was given to ensure effective use of the new planning tools.
