Water Sector Technical Cooperation Fund - Indonesia

Background

Indonesia’s tremendous economic growth has been accompanied by very high levels of pollution and environmental degradation. Water is needed for irrigation, sanitation, industrial and domestic uses. Institutional strengthening of the water sector is needed in order to optimize water resources management and promote sustainable practices. CIDA, the Canadian Inter-national Development Agency, selected Hydrosult to be the executing agency for its $15M initiative in Indonesia aimed at helping the Water Sector Directorates of the Ministry of Public Works strengthen its ability to formulate and implement programs in water resources planning and development, water supply, human settlements, intersectoral planning and project management.

Objectives

i) Project preparation: program/policy development, pre-feasibility and feasibility studies, environmental and social impact studies, and water resources and river basin planning;
ii) technology transfer through participation in international conferences, and the holding of seminars and national conferences, as well as consultation with stakeholders small-scale pilot project implementation;
iii) institutional strengthening through: provision of short-term advisory services for technical and advisory planning, MIS development and data processing, training of senior and middle managers, and development of planning and programming systems; and
iv) establishment of a consultant and contractor attachment program, providing Indonesian consultants/contractors with the opportunity to work with Canadian firms of similar interest in order to strengthen management skills and ensure transfer of technical skills.

Outputs

Hydrosult assumed overall responsibility for the project’s technical, financial and administrative functions, maintained liaison and coordination functions to sure that the implementation conditions of fundable activities followed contractual and quality control guidelines set for the project, assisted in planning and project preparation and provided technical inputs as necessary; and maintained the MIS for offices in Indonesia and Canada.

Hydrosult specialists helped identify, plan and execute 31 projects relating to river basin management and planning, irrigation, flood control, rural development, land reclamation, institutional strengthening and development, program and policy preparation, environmental conservation and technology transfer and capacity building. They assessed training needs and organized short courses, seminars, symposia, workshops and on-the-job training.

They provided institutional strengthening by selecting Canadian and Indonesian professional staff and advisors to provide technical services to the Ministry of Public Works on preparing and implementing fundable activities, as well as on specific monitoring and quality control aspects of fundable activities. Special missions requested by the Ministry of Public Works were carried out in relation to institutional aspects, human resources development, policy development, environmental considerations, gender issues and social impacts.
