Capacity-Building Project for Water Resources Sector - Provincial Water Resources Planning, Hydrometry & Water Quality - Indonesia

Background

Indonesia’s water sector needs to adapt its institutional structures, policies and operating systems to ensure that the country’s limited water supplies are used in a balanced, sustainable and integrated way that meets domestic and industrial, rural and urban needs.

Objectives

i) Assess water resources planning and management practices and procedures in the Directorate General of Water Resources Development (DGWRD) and at the provincial level;
ii) evaluate water quality monitoring and control mechanisms, including MIS and GIS, as well as the collection and processing of data on water availability, the compilation of data on water diverted for various purposes, data storage and retrieval, data transmission by field staff to provincial planning units, and the uses made of processed data;
iii) review hydrometeorological networks; and
iv) identify and address staff training needs.

Outputs

Hydrosult carried out a review of existing institutions responsible for the collection, analysis, storage and dissemination of hydrographic and climatological data in the eight target provinces and in DGWRD, covering staffing, staff skills, budgets, procedures, in-house training capability, and access to formal training.

Hydrosult conducted an inventory of existing gauging stations and spare parts, workshops, repair facilities, office space and related equipment available to the hydrological units. It offered recommendations for rehabilitating or constructing gauging stations, office space and workshop facilities, prepared design and construction drawings, called for and evaluated tenders for construction, awarded and supervised construction contracts and installed and commissioned new equipment and facilities. Hydrosult assessed existing procedures for analyzing, storing and retrieving data, reviewed software in use, standardized procedures, and developed and installed a database management information system. Staff training needs were assessed and addressed through formal and on-the-job training opportunities. Hydrosult specialists designed and administered the implementation and commissioning of a pilot telemetry system for transmitting data from remote gauging sites to a central receiving station. They also provided training to the staff.

An evaluation report on upgrading hydrometerological networks in the eight provinces and on improving DGRWD and provincial capacity for operation and maintenance of the networks, including development of in-house training capacity, was formulated, and full responsibility for continuation of capacity building was handed over to permanent staff.
