Rengali Irrigation Project - India

Background

Rainfall in the Indian state of Orissa ranges from 1,220 to 1,700 mm annually, with 80-90 percent of precipitation occurring from during the monsoon season. Approximately 70% of the population in Orissa depends on agriculture for their livelihood. Irrigation is insufficient to meet agricultural needs.

Objectives

Advise and assist India’s Department of Water Services with the construction and operation of an irrigation project covering 235,500 ha in the drought-prone districts of Angul, Dhenkanal, Cuttack, Jajpur and Keoonijhar in the state of Orissa. Provide services in five areas:
i) on-farm management;
ii) establishment of Water User Associations (WUAs);
iii) development of an appropriate O&M system;
iv) development of a monitoring and evaluation system; and
v) socio-economic studies.

Outputs

Hydrosult provided project benefit monitoring and evaluation, updating socio-economic baseline survey results and conducting a benchmark survey that included an assessment of farmers’ needs. Assistance was supplied in evaluating and monitoring agricultural benefits derived from the project and in establishing a computerized PBME system for agricultural performance. As well, training on the PBME was provided to government staff to enable technology transfer from the consultants to water sector staff in India.

On-farm developmental services included an examination of the concept of water management in relation to farm-level conditions; examination of design criteria and drawings and development of a construction methodology and activity chart for a micro-canal system; organization of water user associations and facilitation of their participation in planning, design and construction of a micro-canal system; evolving and standardizing the characteristics of W arabandi; advising on demonstration/adaptive trials; drafting training modules and provide training, and assisting in monitoring and evaluation operations. Social analysis assistance was provided in updating a socio-economic baseline survey, in preparing an evaluation procedure for gender analysis for development of women and beneficiaries, in undertaking site-specific social assessments, in providing training and technical guidance, and in monitoring the social impacts of the project.
