HYDROPER Decision Support System for Water Resources Management in Bali - Indonesia
Background
Information systems are an effective tool for managing water resources. The Government of Indonesia assigned Hydrosult the task of implementing a water sector services capacity-building project for four provinces in Indonesia. As a further contribution to capacity building, Hydrosult proposed development of a Decision Support System (DSS) to assist in water resources management. Financed mainly by the Canadian International Development Agency (CIDA) under a shared financing agreement with Hydrosult and the Government of Indonesia, the DSS would be built for a pilot basin in the Island of Bali, this system could be applied at a later date to other basins and provinces.
Objectives
Assist in improving water resources management capacity by providing a flexible tool for basin managers to plan, manage and allocate water resources between users with conflicting demands and to operate infrastructure in a way that optimally meets users’ needs.
Outputs
Hydrosult designed a decision support system called “HYDROPER” that provides river basin managers with the information they need to optimize resource allocation and reallocation. The system features customized modeling through user definition of water demand points, flow measurement stations, flood overflow locations, reservoir modeling with level-dependent operation, groundwater infiltration, contaminant flow, simulations for any time of the year, and flow forecasting. The system allows for accurate water allocation simulation even during periods of flooding or drought.
To prepare its DSS, Hydrosult assessed existing hydrological and hydrogeological data, evaluated water quality in the pilot catchment basins of Ayung-Bading-Mati, undertook a water quality survey to identify point-source and non-source pollution points, assessed socio-environmental impacts of water allocation and reallocation, and integrated industry-standard software programs into the DSS. Hydrosult calibrated the system and provided training to users. The system was also replicated in other Indonesian provinces.
