Chhattisgarh Irrigation Development Sector Project - India
Background
Chhattisgarh is the ninth largest State in India with an area of 13.6 million ha and a population with just over 21 million. 80% of which live in rural areas relying on agriculture for their livelihood, while 30% live below the poverty line.
Irrigation Development is the Government Of Chhattisgarh's chief strategy to expand the agricultural sector. The WRD is the primary irrigation agency and has developed about 1.4 million ha of irrigated lands, about one quarter of the potential. WRD develops and manages major (0.59 million ha), medium (0.27 million ha), and minor (0.48 million ha) irrigation schemes, yet as a whole, they are irrigating only about 70% of their design potential. Minor schemes receive far less rigorous preparation and attention during development and operation, and they perform worst; irrigating only 49% of their potential.
Objectives
The overall objective of the PPTA is to prepare an irrigation sector investment project with the following interrelated objectives:
1) improve the policy framework for irrigated agriculture and the water resources sector; 2) strengthen irrigation management capacity and O&M practices; 3) physically upgrade existing minor and medium irrigation schemes; 4) enhance the enabling environment for diversified cropping and increased agriculture productivity; 5) strengthen WUAs and revise the PIM Act to address the legal rights of WUAs and WRD; 6) develop Integrated Water Resources Management (IWRM) policy framework and enhance the implementation capacity of Water Resources Department (WRD) .
The PPTA aims at developing replicable process that integrate the development and upgrading of the physical system, the improvement of agricultural production with the institutional strengthening and meaningful participation of WUAs and farmers at all stages.
Outputs
In order to meet these objectives, the scope of the PPTA includes the following outputs:
- Analysis of current water sector policies and investment strategies for irrigated agriculture and water resources, identification of constraints and opportunities, development of strategic options and the required policies framework;
- Feasibility level study for rehabilitation and modernization of four pilot sub-projects (three minors and one medium);
- Feasibility level study for rehabilitation of four dam structures;
- Assessement of the technical, institutional, social and economic issues surrounding adoption of crop diversification, increased rabi cropping, and improvement of rice production in Chhattisgarh and the development of the required options to support crop diversification;
-Review of PIM Act, identifications of problems and development of options to improve WUAs, prepare a detailed WUA capacity building program, and a recommend policy changes;
-Review the current status of water resources in Chhattisgarh and the existing IWRM policy framework, identify constraints and develop the required recommendations to reform policy framework;
-Assessment of the institutional capacity of Water Resources Department and development of the required capacity building program;
-Development of an Information, Education and Awareness (IEA) strategy;
-Formulation of a vulnerable persons development plan;
- Preparation and implementation of a technology transfer program and Organize Workshops;
- A project for capital investment.
