Needs Assessment for Lombok Water Resources Management Plan - Indonesia
Background
Lombok is one of two main islands in Nusa Tenggara Barat (NTB) in Indonesia. The island of Lombok possesses a diversity of hydrologic and geological regions. The western part has abundant water supplies for farming. However, the southern part is dry; water resources there are inadequate for agriculture and domestic use. Although relatively dry, the northern part of Lombok has abundant sources of groundwater.
NTB is undergoing a period of rapid economic growth fueled by international tourism. Construction of luxury resorts with large beach areas and recreational facilities is straining available resources. A major conflict over limited water resources has been fueled by high population growth and the need for increasing amounts of water for irrigation and domestic supply, on the one hand, and the need for water for facilities for tourists, on the other. Water quality is declining and water pollution is increasing.
Objectives
Prepare a comprehensive needs assessment of river basin resources – especially water resources – based on an analysis of existing data and limited field investigations and surveys.
Outputs
The study identified major water resources management issues and included a review of existing institutional arrangements and water-sector structures. Data requirements for the preparation of a comprehensive water resources management plan and the outline of a management plan were articulated. A list of urgently needed projects needing feasibility studies – and an assessment of the resources required to complete them – was completed.
Current water requirements for the various users were identified, as well as projected requirements. A strategic action plan ensuring sustainable matching of water resources potential and user demands at various time horizons to the year 2015 was prepared. Recommendations on the institutional arrangements and structures of the water sector and related socio-economic sectors were proposed to ensure the implementation of appropriate water resources and other sectoral developments related to water within a basin approach. Recommendations for river basin management and coordination units for water resources allocation and management were also made. These recommendations are currently being implemented through an ADB loan on a project for which Hydrosult is the lead consultant.
