Regional Operational Hydrology Training Project - Regional
Background
Development of water resources in the Middle East depends upon balancing water supply and demand and taking a regional approach to meeting needs. The Regional Operational Hydrology Training Pro-ject represents Canada’s direct contribution to the Middle East Peace Process and the efforts of the Middle East Multilateral Working Group on Water Resources, as well as the Working Group’s three core parties - the Palestinian Authority, the Government of Jordan, and the Government of Israel, to achieve regional harmony.
Objectives
The Canadian project, ROHTP, has for a main objective, the harmonization of data collection and management procedures within the three Core Parties, The Project’s training courses and modules, and the regional joint training sessions are designed and intended to attain this objective. The project takes a regional approach to building staff capabilities of the three Core Parties in hydrometeorological data collection and information management. It is focused on upgrading and building independent but compatible water data and information systems for the Core Parties. It is expected that the Core Parties ability to exchange water data and information and management the shared water resources of the region will be substantially enhanced upon completion of the project. One of the main aims of the project is confidence and peace building in the region. The project consists of joint training in groundwater, surface water and floods, and water quality to enhance the skills and capabilities of field observers, technicians, hydrologists, and managers who are in charge of hydrological data collection and processing operations of the Core Parties.
Outputs
The output of the project consist in the training of up to 225 hydrometry technicians and data bank specialists from Isreal, Jordan and the Palestenian Authority. Training is designed for the following categories of water specialists and technicians: field observers, field, office and lab technicians, middle level management (supervisors) hydrologists and hydrogeologists. In addition to training, the project offers the services of specialized Canadian consultants in certain water resources disciplines and capacity building specialists to provide services to the Core Parties within the context of the project. Examples of such disciplines are: water resources planning and management, artificial recharge, modelling and networks management. The project will reinforce the capabilities of the Core Parties through the training of local training specialists who will be able to deliver the training courses in the future after conclusion of the project. Other important outputs are the training manuals in groundwater, surface water, water quality and water resources assessment.
