Kalni-Kushiyara River Management Project (KKRMP) - Bangladesh

Background

The Kalni-Kushiyara River Management Project (KKRMP) is a key initiative towards achieving integrated water management for one of Bangladesh’s poorest regions. Heavy river sedi-mentation and channel instability contribute to erosion, impaired na-vigation and reduced fisheries. Pre-monsoon floods damage the main irrigated rice crop, reducing farm income and forcing farmers to mortgage or sell their land in order to survive, perpetuating a cycle of poverty. The Canadian International Development Agency (CIDA) provided funding for pilot dredging of the Kalni-Kushiyara River, construction of two pilot settlement platforms, and the preparation of a detailed feasibility study. The feasibility study proposed an investment plan to improve the rivers’ stability and provide a more stable river environment; reduce pre- and post-monsoon flood damage, improve local living conditions by reducing erosion and by creating new flood-free village platforms, and improve navigation along the rivers during the dry season.

The Asian Development Bank (ADB), under its country assistance plan for Bangladesh, authorized Hydrosult to undertake a Project Preparation Technical Assistance study to update the CIDA-sponsored feasibility study as an investment project suitable for bank financing.

Objectives

- To re-evaluate the feasibility study previously conducted by CIDA in the context of evolving issues, such as O&M cost recovery, need for an institutional arrangement for the Kalni-Kushiyara river management, including the dredging operations and the maintenance of terraces, navigation and fisheries.

- To propose and design an organization for the development f the Kali-Kushiyara river.

- To design a cost recovery mechanism for river training and dredging and for the maintenance of platforms by beneficiaries.

- To assess the results of the initial feasibility study (conducted by CIDA) in the context of evolving institutional and financial requirements.

- To formulate a project for capital investment and institutional development and strengthening.

Outputs

- Design of a sustainable institutional mechanisms for Kalni-Kushiyara river management;

- Design of a sustainable institutional and financial mechanism for Operation and Maintenance cost recovery;

- Develop a National Policy Dialogue Agenda addressing the institutional and policy issues and constraints facing the country’s water resources management;

- Practical and clear mechanisms for targeting the poor and achieving effective poverty alleviation;

- An investment project proposal for the Kalni-Kushiyara River Management Project; suitable for external financing; together with recommendations and conditions for its implementation.
