National Coordination for Water Resources Management - Viet Nam
Background
Several of Vietnam's physical water resource issues and needs are a result of the fact the necessary legal and institutional arrangements have not been implemented. However, the country has embarked on a process of reform in the water sector, including the introduction of new coordination and advisory bodies such as the National Water Resources Council (NWRC). More recently, the Government has established a new Ministry of Natural Resources and Environment (MoNRE) which is responsible for supporting the NWRC.
Objectives
The overall objective of the project is to "Improve National Coordination for Water Resources Management by strengthening the National Water Resources Council and its Office and by assisting inter-ministerial collaboration and human resource development with a focus on integrated approaches and cross-cutting issues". The project supports the Government in establishing an improved policy and institutional framework for water sector.
Outputs
1. Organizational Arrangements. Hydrosult has assisted MoNRE to set up a new Department of Water Resources Management which includes the Office of NWRC (ONWRC). Interministry working groups have been formed to facilitate a wide range of input to the NWRC.
2. Water Sector Profile. A National Water Sector Profile has been prepared jointly by Hydrosult and ONWRC. This Profile presents a comprehensive overview of the water resources sector, including characteristics of the physical resource, legal and institutional arrangements and an evaluation of current issues and needs.
3. NWRC Strategic Plan. Hydrosult assisted the ONWRC to prepare a medium-term strategic plan for the Council based on its legal mandate and issues and needs identified in the Profile.
4. National Water Resources Strategy. Based on a clear instruction from NWRC, the ONWRC, with Hydrosult's assistance, has initiated work on the development of a National Water Resources Strategy. The Strategy will build on the national goals and objectives and the water resource issues and needs identified in the Profile. It will include a framework for water resource policy, an action plan for implementation of the policy, and guidelines for ministry and river basin authorities for water resource planning.
5. River Basin Organizations. Vietnam has initiated the formation and strengthening of three initial river basin organizations in major river basins. The project is assisting in the coordination, at the central level, of support activities which are being provided under other projects.
6. Training and Awareness. The project is working closely with parallel training and awareness activities being provided under Australian and Danish funding. A joint training plan and delivery is being carried out to raise the awareness and capacity of the ONWRC and other participating groups regarding integrated water resources management and support for NWRC.
7. Inter-project Coordination. In addition to the coordination of river basin organization support, the project has assisted in the establishment and strengthening of donor coordination under both the Ministry of Agriculture and Rural Development and MoNRE.
